W. Bush: I have laid out a plan that cuts marginal rates for everybody.
This is a tax cut plan that recognizes there are folks struggling that pay a high marginal rate of taxes, and I'm going to cure that problem. It's a plan that makes sure that we have Social Security money intact. There may be an increase in the surplus by $800 billion more than anticipated. That make the idea of having a paltry tax cut even more risky. I'm going to make the tax code more fair. And I look forward to the tax cut debate. |
