Announcer: George W. Bush still won't answer questions about his Social Security plan.

He's promising to take a trillion dollars out of Social Security so younger workers can invest in private accounts.

Sounds good.  The problem is: Bush has promised the same money to pay seniors their current benefits.

The Wall Street Journal shows he can't keep both promises.

Which promise is he going to break?

Why won't he answer?

George W. Bush: his promises threaten Social Security.

Background: "Why" is very similar to "Promise" from Oct. 18; there are a couple of changes in the narration (in this ad, the opening is different and "Why won't he answer?" is added).
