On Nov. 26, the same day that Florida Secretary of State Katherine Harris certified him as the winner of the state's 25 electoral votes, Gov. Bush made his first White House personnel announcement, naming Andrew H. Card to be his White House Chief of Staff.  However, Vice President Gore's challenge of the Florida outcome put further announcements on hold.  Gore finally conceded on the night of Dec. 13, leaving President-elect Bush 37 1/2 days to put in place his starting team.  From Dec. 16 to Jan. 18 there were a steady stream of announcements as Bush put in place his core team.
