House Budget Committee chairman John Kasich recounted losing his mother and father to a drunk driver.  "I rediscovered my faith, and I became a much better person," he said of the tragedy.  Kasich noted that he had recently called on President Clinton to resign.  In the core of his speech, Kasich touched on familiar themes, stating, "America needs to be run from the bottom up."  Kasich said we need to "break the power of the governmental elite."  "How about a welfare system that allows us to give $1,000 to Habitat for Humanity rather that $1,000 to HUD," he asked, prompting applause.
