Elected to Congress from Wyoming in 1978 and was re-elected five times; chairman of the Republican Policy Committee 1981-87; elected chairman of the House Republican Conference in 1987; elected House Minority Whip in 1988. Served on the transition team to the Ford administration and as deputy assistant to the president; White House chief of staff from November 1975 to the end of Ford's term. Served in the Nixon administration starting in 1969, including positions at the Cost of Living Council, the Office of Economic Opportunity and in the White House. |
