July 24, 1998--New York City. Speaking during lunch at the Republican National Committee summer meeting, Gov. Pataki outlined his accomplishments since being elected in 1994.  He began by noting that for the 20 years prior to his taking office the state had "an unfettered experiment in liberal Democratic governing" which had permitted problems such as welfare and crime to flourish.  "We have a different approach," Pataki said.  Three years into his term, Pataki said, there are 540,000 fewer people on welfare, the state government has been restructured, and he had pushed through "the largest tax cut in the history of New York State."
