Candidates: Gary Bauer, Steve Forbes, Orrin Hatch, Alan Keyes and John McCain.2

Moderator: Cokie Roberts.

Format: Three 20-minute segments on economy and health care, foreign affairs, and social issues and education.  Candidates seated in a semi-circle: from left to right Bauer, Hatch, Forbes, McCain and Keyes (order determined by a drawing).  In each segment Roberts posed a question and each candidate had approximately 90 seconds to detail his position, proceeding left to right in a roundtable format, before an open discussion began.  This was repeated in the second and third segments.  No opening or closing statements.

2. Texas Gov. George W. Bush had actually campaigned in New Hampshire on Oct. 22 during the day, but in the evening he attended a fundraising dinner in Sugarbush, Vermont for the Vermont Republican Party, honoring a commitment he had made back in July.
