The Feb. 22, 2000 Primary gave McCain 52 delegates and Bush 6. However, the delegates themselves are selected in a caucus system, and there was speculation that Engler and Bush forces would try to gain control of the delegation. According to news reports, the Bush and McCain campaigns reached an agreement on March 30, wherein McCain gave Bush 6 delegates while retaining control of the delegation--McCain 46 and Bush 12. Then, on May 12 and 13 matters took a decidedly different course. As described in a McCain (Straight Talk America) release of May 13, 2000:

"A letter of agreement signed just yesterday by Sen. McCain, McCain 200 MI Chair Sen. John Schwartz, Michigan Gov. John Engler, and State GOP Chair Rusty Hills, stated that 'districts won by Senator McCain would be represented by McCain delegates.' Importantly, the agreement goes on to say that 'a McCain delegate is a person who worked for the election of John McCain.'

"Last night and again this morning however, the state GOP, led by Chairman Hills, repeatedly abandoned this agreement by voting to fill McCain delegate slots with backers of Gov. Bush."

These machinations left McCain with 15 delegates. He cancelled a planned May 19th trip to Michigan to campaign for congressional hopefuls Chuck Yob and Mike Rogers.

Gov. Bush won in only the 2nd and 3rd congressional districts, thereby gaining 6 delegates. The 2nd district runs along the western part of the state and is represented by Pete Hoekstra; Vernon Ehlers represents the 3rd district, which includes the city of Grand Rapids (Kent County).

Sen. McCain won in 70 of Michigan's 83 counties. Gov. Bush won in 13 counties: Allegan (47.3% of 17,965), Berrien (50.1% of 20,861), Hillsdale (49.5% of 5,515), Jackson (51.1% of 17,344), Kent (45.6% of 101,771), Lapeer (46.6% of 10,336), Lenawee (48.2% of 10,889), Livingston (48.2% of 22,233), Missaukee (51.8% of 2,429), Monroe (47.2% of 15,119), Newaygo (47.1% of 7,078), Ottawa (54.6% of 47,583), Sanilac (51.6% of 6,022). Alan Keyes' strongest showings were in Kent (8.8% of 101,771) and Ottawa (8.1% of 47,583) counties.
