Bush: Today Texas government has surplus revenue.  Now some say we should spend it on a bunch of government programs. 

Not me. 

I say let's meet the basic needs and invest in our schools.  Then let's provide tax relief to the people who pay the bills. 

So I'm proposing a $2 billion cut in property taxes, a $400 million cut in sales tax, relief for small businesses, and $1.6 billion dollars for teacher pay, new classrooms and reading programs.
