Bush: I've worked hard to put laws in place that give Texans a temporary hand up, not a permanent hand-out. 

Male Narrator: Governor Bush is making able-bodied welfare recipients work for benefits and limiting how long they can be on welfare. 

Bush: We're going to cut benefits to any welfare recipient who refuses to work, is convicted of drug use, or who fails to help Child Support Enforcement, and if we discover welfare fraud, it's one strike and you're out. 

Dependency on government saps the soul and drains the spirit.
