Sponsored by: Arizona Republican Party and the Associated Students of ASU.

Candidates: Steve Forbes, Orrin Hatch, Alan Keyes and John McCain.1

Moderators: Bob Novak and KSAZ Fox 10's John Hook.

Audience: Each candidate allowed to purchase up to 200 tickets for supporters; additional tickets, if available, sold evenly between the candidates.  Ticket price was $10.00.  ASU had an additional block of tickets.

Format: Opening by moderators.  Opening statements by candidates -- order determined by lottery -- 60 seconds each.  Questions submitted by GOP precinct committeemen and students; divided into three categories--economic, social and foreign policy; Michael Minnaugh, chair of the Arizona Republican Party chose ten questions from each category and the moderators picked from that group.  Each candidate had 90 seconds to answer each question.  Closing statements--60 seconds each.  Closing by moderators. 

Broadcast: Locally on Cox cable, nationally on C-SPAN and tape-delayed on CNN. 
 
 

1. After the Arizona Republican Party announced this debate, Gov. George W. Bush said he would participate in a debate in Arizona on Dec. 6.  Gary Bauer was in Iowa for a campaign trip during this debate.
